ማንኛውም አእምሮው ወይም አካሉ የተጎዳ ሕፃን ከመንፈሳዊና ከአካላዊ ፍላጐቱ ጋር የተጣጣመ እንዲሁም ክብሩን የሚያረጋግጥ፣ በራስ መተማመኑንና በኅብረተሰቡ ውስጥ ያለውን ተሳትፎ የሚያሳድግ የተለየ የጥበቃ እርምጃ ተጠቃሚ የመሆን መብት አለው
A child who is mentally or physically disabled shall have the right to special measures of protection in keeping with his physical and moral needs and under conditions which ensure his dignity and promote his self-reliance and active participation in the community
አባል ሀገራት የሴት ልጆች በትምህርት ቤቶችና በሌሎች ማሰልጠኛ ተቋማት ቅበላና ማቆያን ማበረታታ እንዲሁም ትምህርታቸውን ያለጊዜው ላቋረጡ ሴቶች ሌሎች መርኃ-ግብሮችን ማዘጋጀት አለባቸው
