ኢትዮጵያ የተባበሩት መንግሥታት ድርጅት ዓለም አቀፍ የአካል ጉዳተኞች መብቶች ስምምነትን በአዋጅ ቁጥር 676/2002 አጽድቃ ተቀብላለች። በዚህ ስምምነት መሰረት፡-

[መስማት የተሳናቸው ሰዎች] የሕይወትና የማኅበራዊ እድገት ክህሎት እንዲያገኙ ብሎም በማኅበረሰባቸው ውስጥ ሙሉና ውጤታማ ተሳትፎ እንዲያደርጉ ለማስቻል ፈራሚ ሀገራት የምልክት ቋንቋ ትምህርትን የማመቻቸትና የማበረታታት ግዴታ አለባቸው፡፡ (አንቀጽ 24፣ 3/ለ)
